Keep mobile phone service expenses at or below 68 cents for a continuous 30 day period.

To address the challengee's key points of concern:-

• no callbacks after prank/buzzes
• address book culled to reduce temptation
  
• alternatives ready with SMSPup balance at 311 points

I've used $2.25 during February 2009 so I think this is doable.
